[NOTICE] K-MONSTAR BLACKLIST 拒絕交易名單 (250515 ver.)

衷心感謝各位粉絲對K-MONSTAR的喜愛與支持。
K-MONSTAR為配合集團政策，建立有秩序及健康的粉絲文化、維護活動秩序，並保障工作人員與參加者的權益，我們將對屢次違規、惡意干擾活動進行之行為，正式執行拒絕交易制度。
 

本公司為建立健康的粉絲文化提供粉絲更優質之服務品質及消費體驗，已完成內部審查機制後，並建制拒絕交易名單，相關名單及處置說明如下。 

【拒絕交易名單】

• 本公司將拒絕或暫停與拒絕交易名單所列人員進行交易，名單適用情況(包括但不限於以下行為)：

1.  對藝人以貶抑、羞辱或其他不當稱呼(ex.喂,呀,或是其他貶低藝人的單詞)。
2.  對藝人直接或間接以言語或行為攻擊、人身攻擊、干擾或騷擾等不當行為。
3.  對營業處所或活動工作人員或其他粉絲、參加活動人員以言語或行為攻擊、人身攻擊、騷擾等不當行為。(包含髒話、威脅、挑釁) 
4.  冒用或盜用他人身份、冒名頂替參加活動，影響營業或活動秩序與公平性。
5.  偽造、變造、任意塗改、影印，或掃描複製中獎標示或票券。
6.  於K-MONSTAR禁止錄、攝影或錄音場所或活動，以錄、攝影設備、手機或其他行動裝置對場所或活動進行錄音或錄、攝影或將錄攝影或錄音內容進行直播、公開傳輸或公開播送)。
7.  藝人移動時，強行跟隨藝人行動動線，進行接觸、騷擾或其他不當行為。
8.  經多次勸導後，仍持續於現場擾亂活動流程，故意製造混亂與困擾。
9.  散播不實資訊、惡意帶風向，影響主辦方聲譽與其他粉絲權益。
10.  其他經主辦方認定，對活動秩序與參加者權益造成重大影響之行為或任何涉及犯罪之行為。
11.  若已被列入K-MONSTAR拒絕交易名單，將依據經紀公司規範限制活動參與。

• 拒絕交易名單處置方式：(包含但不限於應募活動、快閃店預約、限定商品購買)

- 違反次數一次者：6個月內禁止參與K-MONSTAR舉辦之活動。

- 違規兩次含以上：永久禁止參與K-MONSTAR舉辦之活動。

- 如為重大違規者，K-MONSTAR將會永久拒絕服務。

- 凡被K-MONSTAR或經紀公司，任一方列入拒絕交易名單者，皆會依據黑名單規範限制活動參與。

- 此外，其他經內部認定為重大違規之行為，將不經警告直接列入永久拒絕交易名單，並採取相關處置。

本辦法適用於K-MONSTAR舉辦之各類粉絲活動、表演、快閃店、客服與門市現場。

為了保障藝人、參與者及工作人員的安全，並維護良好現場秩序，請務必遵守。

항상 K-MONSTAR 응원해 주시고 이벤트 참여해 주시는 팬 여러분께 진심으로 감사드립니다.

K-MONSTAR는 그룹 정책에 따라 질서 있고 건전한 팬덤 문화를 조성하고, 행사 질서를 유지하며, 스태프 및 참가자의 권익을 보호하기 위해,

반복적인 규칙 위반 및 고의적인 행사 방해 행위에 대해 거래 거부 명단 제도를 공식적으로 시행합니다.

건전한 팬덤 문화를 정착시키고 팬 여러분께 더 나은 서비스 품질과 소비 경험을 제공하기 위해, 내부 심사 절차를 거쳐 거래 거부 명단을 구축하였으며, 해당 명단 및 조치 사항은 다음과 같습니다.

【블랙리스트】

• 블랙리스트 적용 대상 (아래와 같은 행위 포함) : 

1. 아티스트에게 비하, 모욕 또는 기타 부적절한 호칭 사용. (ex. 야, 너, 재, 비속어 포함, 아티스트를 비하하는 단어)
2. 아티스트를 직접 또는 간접적으로 언어적 행동적으로 공격하거나, 신체적 공격, 방해 또는 괴롭히는 행위.
3. 현장 스태프 및 타 참가자에게 언어폭력, 인신공격, 욕설, 협박, 도발 등 부적절한 언행 및 괴롭힘 행위. 
4. 타인의 신분을 도용하거나 허위로 명의 도용하여 이벤트에 참여하는 등 공정성에 해를 끼치는 행위.
5. 이벤트 당첨 표시나 티켓을 위조, 변조, 임의 수정, 복사 또는 스캔 복제하는 행위.
6. K-MONSTAR에서 금지된 녹음, 촬영 또는 녹화 장소 및 이벤트에서 녹음, 촬영 장비, 휴대폰 등 기타 이동식 장치를 이용하여 녹음, 촬영하거나 해당 내용을 실시간 방송, 공공 전송 또는 송출하는 행위.
7. 아티스트 이동 동선을 무리하게 따라가거나 접촉 및 괴롭힘 행위.
8. 여러 차례의 경고 및 안내에도 불구하고 지속적으로 현장에서 질서를 방해하고 행사 진행을 방해하는 경우. 
9. 허위 정보를 유포하거나 악의적인 루머로 주최 측의 명예 및 다른 팬들의 권리를 침해하는 경우.
10. 주최 측 판단 하에 행사 질서와 참가자 권익에 중대한 영향을 미치는 행위 또는 범죄와 관련된 일체의 행위. 
11. K-MONSTAR 블렉리스트 명단에 등재된 경우, 소속사 규정에 따라 행사 참여가 제한될 수 있습니다.

• 패널티 조치 사항(응모 이벤트, 팝업스토어, 한정 상품 구매 등을 포함하되 이에 국한되지 않음) : 

- 1회 위반 시 : 6개월간 K-MONSTAR 이벤트 참가 제한.

- 2회 이상 위반 시 : 향후 K-MONSTAR 이벤트 영구 블랙리스트 적용.

- 중대한 위반 행위에 대해서는 K-MONSTAR가 영구 서비스 제공을 거부할 수 있습니다.

- K-MONSTAR 또는 소속사 중 어느 한 곳에서 거래 거부 명단에 등재된 경우, 블랙리스트 규정에 따라 이벤트 참여가 제한됩니다.

- 외에 별개로 중대한 위반에 대한 행위에 대해서는 경고조치 없이 즉시 영구블랙리스트 조치를 할 수 있습니다.

본 지침은 K-MONSTAR가 주최하는 각종 행사, 공연, 팝업스토어, 고객 서비스 및 매장 현장에 적용됩니다.

아티스트와 참가자, 그리고 스태프의 안전을 보호하고 원활한 현장 질서를 유지하기 위해 반드시 준수해주시기 바랍니다.

This is K-MONSTAR.

We sincerely thank all the fans for your love and support for K-MONSTAR.

To comply with group policies, foster an orderly and healthy fan culture, maintain event order, and protect the rights of staff and participants,

K-MONSTAR will officially implement a "Denied Transaction List" system for repeated violations and malicious disruptions of events.

In order to provide fans with higher quality service and a better consumption experience,

K-MONSTAR has completed an internal review process and established a Denied Transaction List. The details are as follows:

【DENIED TRANSACTION LIST】

• K-MONSTAR will refuse or temporarily suspend transactions with individuals listed on the Denied Transaction List. This applies in cases including but not limited to the following behaviors:

1. Using demeaning, insulting, or inappropriate terms when addressing the artist (e.g., "Hey," or any other disrespectful expressions).
2. Verbally or physically attacking, harassing, or interfering with the artist directly or indirectly.
3. Verbally or physically attacking, harassing, or threatening staff, other fans, or event participants (including profanity, threats, and provocations).
4. Participating in events using stolen or falsified identities, affecting fairness and order.
5. Forging, altering, tampering with, copying, or scanning event tickets or prize indicators.
6. Recording, photographing, or broadcasting in areas or events where such actions are prohibited by K-MONSTAR, using any equipment, mobile phones, or other devices.
7. Following or approaching the artist without permission during their movement, engaging in contact or harassment.
8. Disrupting event proceedings after multiple warnings, intentionally causing confusion or disturbance.
9. Spreading false information or malicious rumors that damage the reputation of the organizers or affect other fans' rights.
10. Any other behavior identified by the organizers as causing significant disruption or involving criminal activity.
11. If listed on the K-MONSTAR Denied Transaction List, the individual will also be subject to participation restrictions based on agency policies.

• Consequences for those on the Denied Transaction List (applicable to event participation, pop-up store reservations, and limited item purchases):

- 1st violation: Banned from all K-MONSTAR events for 6 months.

- 2nd violation or more: Permanently banned from all K-MONSTAR events.

- Major violations: Immediate permanent ban without prior warning.

- Those blacklisted by either K-MONSTAR or the agency will be restricted from participating in any events, in accordance with blacklist regulations.

-  In addition, any other actions internally deemed as serious violations will result in immediate and permanent inclusion on the Denied Transaction List without prior warning, along with corresponding measures.

This policy applies to all types of fan events, performances, pop-up stores, customer service, and physical store locations organized by K-MONSTAR.

To ensure the safety of artists, participants, and staff, and to maintain a well-ordered environment, we kindly ask for your full cooperation in following the rules.
